JAY ANGOFF is a partner with the Washington, DC law firm Mehri & Skalet, LLC. Formerly, as director of the office of Consumer Information and Insurance Oversight at HHS, he served as the first implementation director of the Affordable Care Act. He also served as senior advisor to HHS Secretary Kathleen Sebelius, and as an HHS regional director. Earlier, Mr. Angoff served as insurance commissioner of Missouri and as deputy insurance commissioner of New Jersey. |
| STEVE BELL is a senior fellow at the Bipartisan Policy Center, a non-profit organization that seeks the best ideas from both parties to promote health, security, and economic opportunity. In previous roles he served on the staff of former Senator Pete Domenici; was staff director of the Senate Budget Committee; and was the managing director at Salomon Brothers and opened the company’s Washington, D.C. office. During this time, he was a regular contributor on CNN. |

ERIKA POETHIG, MPP'96, is an Institute fellow and director of urban policy initiatives at the Urban Institute. Prior to joining Urban in 2013, Poething held roles as assistant secretary for policy, development, and research at the US Department of Housing and Urban Development and was associate director for housing at the John D. and Catherine T. MacArthur Foundation. In the late 1990s, she developed Mayor Richard M. Daley's campaign to combat predatory lending, prevent foreclosures, and stabilize communities. |

| WILLIAM HOWELL is the Sydney Stein Professor in American Politics at the University of Chicago’s Harris School of Public Policy and a professor in the Department of Political Science and the College. He has written widely on separation-of-powers issues and American political institutions, especially the presidency. Howell currently is working on research projects on President Obama's education initiatives, distributive politics and the normative foundations of executive power. |
